Utah Fleet Insurance: The 2025 Minimum Increase Most Fleet Owners Missed

Utah fleet insurance quietly changed for policies issued or renewed on or after January 1, 2025. The state’s liability minimums rose to 30/65/25 under Utah Code 31A-22-304. Plenty of published guides still show the old numbers. That makes Utah the state where fleet owners most often work from outdated information. Here is where the requirements actually stand.

For the complete picture on fleet policies and costs, start with our commercial fleet insurance guide.

The New Utah Floor

Covered policies must carry at least $30,000 of bodily injury coverage per person and $65,000 per accident. Property damage coverage must reach $25,000. The change appears directly in Utah Code 31A-22-304. The property damage piece deserves attention. At $25,000, Utah now has one of the highest property damage floors in the region, above Nevada’s $20,000 and well above Arizona’s $15,000.

The trigger is policy issuance or renewal. That means every active fleet policy in the state has rolled onto the new limits by now. If a certificate or contract still references the old numbers, it is stale.

Utah Also Requires PIP

Utah is a no-fault state, so personal injury protection rides along with the liability requirement. PIP pays medical costs for your driver and passengers regardless of fault. For a fleet, every unit carries a coverage part that Nevada and Arizona operations do not. It is one more line to verify when vehicles move between states on one policy.

Wasatch Front Realities

Most Utah fleet miles run the I-15 corridor from Provo through Salt Lake to Ogden. That stretch concentrates traffic density, construction zones, and winter weather into one road. Winter matters for fleets here in a way it does not in the desert states. Snow and ice push up collision frequency, and comprehensive coverage picks up weather damage that liability never touches. Fleets on canyon routes or the ski corridor should treat physical damage coverage as a given on any unit they cannot afford to park.

Heavier Vehicles and Interstate Work

Utah’s base minimums cover standard business vehicles. Passenger transport and hazmat carry their own higher requirements. The most hazardous cargo demands $5 million combined single limit. For-hire vehicles over 10,001 lbs GVWR crossing state lines fall under federal minimums starting at $750,000. A Utah fleet running loads into Nevada or Colorado should confirm which rulebook each vehicle falls under.

Getting Utah Fleet Coverage Right

Verify your limits reflect the post-2025 floor. Confirm PIP sits on every unit. Carry physical damage where winter makes it necessary. And match liability limits to your contracts rather than the statute.
